this reception center near 87 and curtner. it was nearly full. they just had a few beds left. they think the word hasn't gotten out on the street that it was the first night they were open. it was still cold enough for those to seek shelter because they didn't want to sleep on the street again. ehc life builders is providing 275 emergency beds each night through march at the bacardo center and in the national guard armories in sunnyvale and gilroy. more than 7600 people are homeless on any given night, which is an 8% increase from 2011, the last time the survey was taken. there was also an 18% increase in the homeless population just in the city of san jose. >> we know that permanent housing is the solution to ending homelessness, but this is a necessary life saving effort in the meantime, and it's really important that we have the community support in

doing this. >> advocates say there's just not enough affordable housing in santa clara county. a recent study by the silicon valley housing throughout trust reports that san jose is the fourth most expensive city in the country for renters. it shows that 109,000 households pay more than 30% of their gross income to rent, and the study shows more than half of the new jobs in the area will just pay $11 an hour or less in the next five years. coming up later in the morning news i'll tell you about a new push for affordable housing funding. reporting live from san jose, janine de la vega news news channel 2 news. make sure you stay right here with ktvu and our weather team for the very latest weather conditions. you can also follow steve paulson and our other meteorologists on twitter and facebook. this morning emergency crews in idaho hope to resume the search for a san jose pilot and his four passengers. air traffic controllers lost contact with their plane sunday as the pilot was attempting to land at a remote airstrip in the idaho wilderness. now the plane is owned by south

bay pilot dale smith. air traffic controllers say smith reported engine trouble during a flight from oregon to montana, heavy snow in idaho has hampered the search efforts. the idaho national guard plans to resume that search this morning. that's weather permitting. new this morning, police have tracked down a teenage boy who escaped from san fransisco's juvenile detention center. officers took the 17-year-old boy into custody on treasure island late last night several hours after his escape. no word yet on why the boy was on treasure island or how officers managed to find him. also happening today, the deadly shooting of andy lopez by a sheriff's deputy may prompt sonoma county to change how it investigates officer involved shootings. ktvu's alex savidge is in santa rosa this morning with the task force set to take shape later today. alex. well, good morning. it's a 21-member task force that will come up with an independent review process for officer involved shootings, and this panel will begin to take shape later on this morning at

the board of supervisors meeting and that's when supervisors will appoint members of the public and law enforcement to this panel. the task force will consider various options ultimately including a citizen review board or an independent citizen auditor. under the current system, the district attorney looks at officer involved shootings and decides if a crime was committed and then a grand jury reviews those findings. but outrage over the deadly shooting of andy lopez in october prompted calls for change. and investigates say sheriff's deputy eric gailhouse shot and killed the 13-year-old after mistaking the teen's airsoft bb gun for a real ak-47. the lopez family since filed a federal civil rights lawsuit against the deputy and the department claiming that shooting was unjustified. the santa rosa police department in the meantime is still investigating. the county board of supervisors meeting starts at 8:30 this morning, along with appointing

members to this community and law enforcement task force, supervisors also are expected to decide whether to explore the creation of a memorial park at the site where andy lopez was killed. the field where he was shot back in october. that meeting, again, starts at 8:30 this morning. live this morning in santa rosa, alex savidge ktvu channel 2 news. time now 5:06. 9-1-1 calls made during the sandy hook elementary school shooting rampage will be released tomorrow. connecticut state attorney had been fighting against releasing those recordings saying the recordings of seven calls made from inside the school would be painful for the victims' families. now he says he won't challenge a judge's decision to make the calls public. last december a gunman shot and killed 20 children and six adults at that school before killing himself. congress is moving to renew a 25-year ban on guns that can evade metal detectors and x-ray machines. the ban is due to expire next monday night. a lot of democrats wanted

tougher restrictions to require permanent metal components that would make plastic guns more detectable. however, the republican led house is expected to approve a 10-year extension of the current ban today. many democrats will probably support it figuring it's the best they can get. san fransisco police are investigating a crash that child a motorcyclist in the city's lower neighborhood. he collided with a car at 8:30 last night. the driver did stop and is cooperating with investigators. the motorcyclist was rushed to sf general but died from his injuries. we now know the name of the person who was hit and killed on el camino roy al. 58-year-old scott van dike of san mateo was killed. police are investigating whether he had come from a nearby homeless camp. he was killed early yesterday morning near state highway 92. the two drivers involved in the accident are cooperating with

authorities. a fire in vallejo that sent a firefighter to the hospital and left two dozen people without a place to live is now under investigation this morning. according to the times herald, that fire started early sunday morning at the marina heights apartment complex on carolina street. a firefighter sustained second degree burns while trying to bring that fire under control. the fire is being called suspicious and firefighters say it appears the unit was burglarized before that fire started. investigates say the fire happened at the same complex where a 26-year-old man was shot to death. police do not believe that the two incidents are related. time is now 5:09. b.a.r.t. unions still considering their next move in their contract dispute with management, and no news may be good news for black commuters. it's now been ten days since b.a.r.t.'s board of directors asked union leaders to resubmit a revised contract without a disputed family leave provision. there's still no talk of unions going out on strike for a third time this year. it appears more likely the

unions will go to court to try to settle the contract dispute. some big changes are being considered for san fransisco's south of market area. today the city's planning commission will unveil its long- term rezoning plan to transform the entire area to reflect the changing times. now the south of market area has changed from an industrial area to a neighborhood with a growing number of businesses and homes. operation santa begins today at post offices all across the country. the u.s. postal service looking for volunteers to help answer some of those letters right here in the bay area. volunteers will sift through the letters and members of the general public can adopt one of them, help make a christmas wish come true. this is the 101st year of the program. santa needs a lot of help this year. christmas has come early for a few lucky restaurant workers in san fransisco, a mystery tipper has been going to restaurants around the country and leaving thousands of dollars in tips.

been found. wildlife officials have set traps in the area to try catch the bear. a man has been killed in another shark attack off the coast of maui in hawaii, and it's the 8th shark attack there this year. 57-year-old patrick branney was attacked yesterday while he was fishing in a kayak with a friend between maui. his fishing partner was able to tie a turn tourniquet to his badly injured leg but he died a short time later. a lifeguard said steps are being taken to keep people safe. >> we're closing the beach, monitoring, making sure everybody stays out of the water. keep it safe for the community. >> in august a german tourist died after a shark bit her arm in maui and this past friday a woman was injured by a shark in maui as well: broken buoys in northern california waters it's a problem for fishermen and surfers, one of them 12 miles off half-moon bay stopped working last may. that's one of three northern california buoys that are not

working. the buoys give important safety information for navigating the waters out there. fishermen say they'll have to rely on their own instincts and skills until the buoys are replaced. >> it's pretty dangerous as it is, and then not having that information just compounds it. >> the national ocean yanic and atmospheric administration is responsible for maintaining them. the agency says they will replace the buoys but not sure of when. authorities in washington state are checking security procedures after a man was able to steal a ferry boat. now the man managed to get the victoria clipper about 300 yards offshore sunday. he crawled through a small opening over a fence, hopped on to the boat, and he took off. police and the coast guard surrounded the ferry boat and arrested him without any incident. that ferry boat can hold more than 300 passengers. it provides service between seattle and the canadian city of victoria. a judge is expected to

decide today whether detroit is eligible for bankruptcy protection. that would mean the city could work on a plan to pay off creditors. it's not eligible detroit would probably be forced to negotiate again with the creditors, especially unions and pension funds. detroit is the largest american city ever to seek bankruptcy protection. time now 5:16. later today streets in palo alto will hit the sweets to protest. they plan to march to city hall to demonstrate against a plan to hire outside companies to clean up the streets of palo alto. now the city may also cut back on street sweeping to every other week. many city leaders say the changes are needed to save some money. fast food workers from about 100 u.s. cities say they'll walk off the job thursday. they want to draw attention to just how hard it is to live on the federal minimum wage of 7.25 an hour. the protesters are pushing for $15 an hour even though they're not expecting that big of a raise in the near future. still not clear if strikes are

planned at bay area fast food restaurants. 5:17 is the time, and unfortunately a crash on the bay bridge westbound sal. >> that's right. it's just past treasure island panel and dave westbound as you come through, and they're clearing it now, but you can see the lights there. it's blocking one of the lanes. at one point it was blocking two lanes. it does look like the traffic is getting through. and it's early enough for it it not to be causing a huge traffic delay. however we're looking at it from the toll plaza side as well and seeing if there's a big backup. and there isn't so far. still early enough and hopefully they'll get this out of the way rather soon, and it won't be a big deal for the morning commute. doesn't look like anyone's seriously injured but again that lane is blocked. let's talk about the san san mateo bridge in the east bay. you can see traffic here is looking pretty good on interstate 880 according to the road sensors and also on 580 you can see traffic is looking good, so throughout the east bay we're looking at contra costa county now. 680 from concord to walnut

creek and through pleasant hill that also looks good. at 5:18 let's go to steve. >> thank you. cloudy, windy, temps were mainly in the 50s here because of the breeze, a few little light showers on the peninsula back over towards parts of the east bay. then down to san jose. we'll keep clouds in the forecast through the afternoon. showers breezy to windy and then tonight that cold air is on its way. it will be arriving. it's a westerly breeze right now for most. altamonte pass, biggest gust i can find, 44 miles per hour. napa airport last hour 30 and concord and buchanan field 24 miles per hour. our system is moving in with the cloud cover. the cold air is still up here, has a ways to go. crescent city is 37. there's pretty cold air coming in. a few showers last few frames you can see moving fast from about mount view heading towards saratoga, san jose and santa clara valley. doesn't look they're too heavy but could get very light rain briefly here. that system also stretches back towards -- trying to get towards livermore, maybe the

altamonte pass. mainly 50s, napa at 4th. a lot of 50s here again. the breeze, the wind holding temps up. 38 tahoe. last check it started to snow. i'm not surprised. temperatures really -- i mean everything's moving really quick here. we get clouds in the morning and then by the afternoon that's when the cold air plunges in. it will be in tonight and tomorrow. cloudy to mostly cloudy, windy, showers developing, nothing too heavy, just light stuff, but from 65 yesterday and today we'll go to the mid-50s for some. tomorrow upper 40s and low 50s. the system is carving itself out. looks like it's going to be bitterly cold temps. some of the coldest we've seen in a long time. also up into canada. we're on the western edge. looks like there will be a series of spokes in the wheels. windy, cooler to colder. 50s on the temps or 60s, maybe very low 60s. i mean a lot of the temps right now are pretty close to where the highest temperatures are going to be. so windy, cooler, then colder and windy on wednesday. that cold air settles in. there will be widespread freeze

new word that barry bonds paid $4100 in penalties for his obstruction of justice conviction two years ago.

that's travis with light rain. napa airport 30, and concord 34. system is definitely moving in. now we're getting the front coming through. the coldest air still up in oregon or near the oregon border. we have a lot of cloud cover over, some of this light rain, not too much but boy is it moving quick from mount view to fremont south. there's not a lot left. a little bit maybe during the altamonte pass as well and also some wrapping back around: 40s and 50s, if it wasn't for the cloud cover and breeze we'd be much colder. blue canyon says light rain. our system will continue to move south, cloudy in the morning, then clearing this afternoon. that's when the cold air starts to move in. the coldest air will be with us later today and tonight. cloudy, windy, showers developing. again, they're really fast movers. watch for highs today, mainly only be in the 50s. we are looking at the commute. it's not all that bad. you'll see that traffic is moving along pretty well in

many areas. i want to mention the bridge because we had an earlier crash on the span that was blocking a lane. that crash has been removed and traffic is recovering. it never really did become so slow at the toll plaza. and that's because it was so early. now once you get on to the bridge it looks good. this is a look at the east span, and it looks good coming into the tunnel and eventually into that older bridge, two- section bridge. no problems on the upper deck west of treasure island. also on the peninsula we've been looking at the freeways, traffic in both directions on 101 looks good and 280 the same. already a little bit of slow traffic on highway 92 as you head towards and away from highway 1. 5:32. let's go back to the desk. all over the bay area, cold weather shelters are opening up to provide extra beds for the homeless as the temperature drops. ehc life builder started its cold weather shelter program in santa clara county last night. the program offers an additional 225 beds as shelters

in sunnyvale, san jose and gilroy during the winter months. those who work with the homeless say that doesn't even come close to meeting the need. >> each night there are about 7600 people homeless in santa clara county, and year round we have about 1200 available shelter beds. this adds another 225. >> but there's still thousands of people homeless on the streets each night. >> now in addition to the beds, the shelters also offer two hot meals and once a week a medical van comes around to offer services. the mayor of san rafael and the director of the marin county department of health announced yesterday they plan to work together to try to create a new emergency shelter for the homeless open year round. for the last six years 42 marin congregations have operated a winter shelter program, but the demand has grown. ktvu's janine de la vega is in san jose at a shelter this morning. we'll check in with her in just a bit. time now 5:33. a vallejo fire that sent one firefighter to the hospital and

left about two dozen people temporarily homeless is being investigated this morning. tara moriarty live in vallejo to tell us what police are saying about this now. >> reporter: 25 people are now out of their homes and right before the holidays, and we spoke to vallejo police this morning, and they said something about this fire not adding up. this all happened early sunday morning at 1:00 at the marina heights apartment complex on carolina street. the 3 alarm blaze started in one of the 16 units in the g wing and took firefighters 40 minutes to get the flames under control. one unit completely destroyed, the others sustained heavy smoke, heat, water and other damage. investigators say the fire is suspicious. >> it appears that the apartment had been burglarized. there was a glass broke out of the front door which the firefighters did not break when they entered the apartment. and that they did find an accelerant within that

rosa, alex savidge ktvu channel 2 news. people living on treasure island will meet today to hear details of a major cleanup effort that will force them from their homes. people in two dozen homes are being moved temporarily while the navy cleans up chemicals found in the soil. those people will likely be moved to other housing on the island and will move out in phases starting in april. the navy says that despite the chemical cleanup, treasure island is a safe place toly live. but it could be as late as 2020 before the toxic waste is cleared from the island. in sacramento county, the search continues for a missing couple that disappeared during a thanksgiving fishing trip. 64-year-old van chanpenxi and his wife 51-year-old chantra went fishing on the delta last thursday. their boat was found still running near the rio vista bridge with freshly cut fish and several life jackets on board. yesterday crews spent several hours walking the banks and searching the waters but no sign of the couple. >> the water temperature is 54

degrees, and it's very difficult for people to survive in water temperatures that cold. >> the couple's son says his father took his boat out every week. investigators say they have no reason to suspect foul play. >> time now 5:37, san fransisco police made an arrest in the deadly shooting of the young daly city man trying to sell his popular video game console. the suspect is 21-year-old ronny collins. he's accused of killing 22-year- old ekena a uuwaka in the bay view district sunday afternoon. they had mitt on the street corner to talk about the sale of a sony play station 4 that the victim hadtized online. the victim's father said his son often made sales out on the streets. >> he does that all the time. he does buy the telephones and electronics and sales. >> police have charged the suspect with murder and attempted robbery. a fight posted on youtube

has led to a discussion about ways to stop violence and bullying in west contra costa schools. last night students, parents and school board members attended a public meeting in richmond. the school district called the meeting after a fight at hercules high school between three girls and a transgender student and it was posted online. jewels gutierrez, the transgender student in the video went to last night's meeting. the fight apparently started because of gutierrez's gender identification. >> i just kind of like enough is enough because you could stretch a rubber band so far and then it would just snap. >> school board member charles ramsey also spoke at last night's meeting. he says having more open discussions is one way the board can help stop bullying and sexual harassment in schools. the 18-year-old student who was set on fire in an ac transit butt in oakland has returned to school. sasha fleischman was welcomed

back yesterday. fleischman who was does not identify as a male or female was attacked for wearing a skirt. a student at oakland high school admitted to setting fleischman's skirt on fire. thomas has been charged with a hate crime. later today, san fransisco defense attorney district attorney will announce the winners of the bye bye bullies contest. they started the contest last year designed to increase awareness about the painful effects of cyber bullying on students and also to encourage positive responses towards ending bullying. 5:40 is the time right now. we have new information on that deadly train derailment in new york city. the big question though that still needs to be answered after sunday's tragedy in the bronx. >> i tried to, you know, chase him, and then i said it's not safe. >> and a car dealer in hayward becomes the victim of a scary crime. how one of its customers made off with a luxury vehicle. >> good morning, if you are

time now 5:43. new information from federal investigators about last weekend's deadly train derailment in new york city. four people were killed in this. dozens more were hurt. this crash was in the bronx sunday morning. the ntsb says the commuter train that flew off the tracks was going more than twice the safe speed as it entered a curve. >> the train was traveling at

approximately 82 miles per hour as it went into a 30 miles an hour curve. >> why was the train going so fast? >> that's the question we need to answer. >> not clear if human error or mechanical problems caused that deadly train crash. also new reports that the crash that killed actor paul walker may have been caused by a mechanical failure. actor vin diesel walker's costar in the fast and furious movies, he went to the crash site last night paying his respects to his friend. walker was riding in a porsche carrera gt. tmz is reporting that car may have been leaking steering fluid, which may explain how the driver may have lost control. the car slammed into a tree and hit a street lamp, then burst into flames. authorities also say speed may have been a factor. a car salesman in hayward is still in disbelief after a man posing as a potential buyer drove off the lot in a luxury

suv. the man and a friend walked on to the lot of empire auto sunday afternoon and said they were interested in a 2004 range rover, wanted to take it for a test drive. the salesman said he asked for a driver's license and when one of the men walked away to get it, the other man shoved him, jumped in the suv and sped off. >> i was shocked, you know, and it happened. i couldn't believe it, but it did. >> the salesman wasn't seriously hurt. the $17,000 range rover gray in color has a dealer plate on the front. a theft at the construction site of apple's new spaceship headquarters glenn cartwright from belmont was arrested saturday night accused of stealing copper pipes and wiring from the apple 2 campus. a canine search of the campus led to the suspect who refused to come of the hiding until the police dog bit him. cartwright was treated and taken into police custody. he has since posted bail and is charged with burglary and

possession of burglary tools. time now 5:45. president obama has scheduled a news conference today highlighting people who have been helped by his health care reform law. the president's news conference comes a day after the team in charge of fixing the healthcare.gov web site says they've worked out most of the bugs. now the president will talk about the provisions of the affordable care act like preventing denial due to preexisting conditions. the president will be joined by people who the white house says have benefited from the new law. cover california has launched an online insurance exchange for small businesses. employers with no more than 50 full-time workers are eligible for this program. they're not required to enroll and can instead advise workers to find insurance through the covered california site for individuals and for families. but by signing up some small businesses could qualify for federal tax credits. a federal report says the commission planning to revoke city college of san fransisco's

accreditation should be given one year to fix its own problems. the department of education reports the accrediting commission violated regulations in its review of city college. the commission failed to get enough egg educators on its evaluation teams as required. the report does not recommend taking away the commission's authority. city college stands to lose its accreditation at the end of july. time now 5:46. let's get people moving out the door. hey sal you were keeping an eye on the bay bridge earlier. everything okay out there now? >> yeah, we got lucky dave and pam because there was a crash up there. no one was seriously injured which is always the good news. second of all it didn't stay that long in the lanes. as we look at the bridge and all that, it doesn't look that different from what it normally would look like. in fact, this is kind of a typical delay for about this time of the morning. maybe about a 5-minute delay before you make it on the bridge, and the metering lights should be on pretty soon. again, the crash is not really changing things on the bridge. a little windy up there, just

saw a tweet from someone that said that they were driving their very small car on the very windy bridge, and it was kind of an adventure, so that's the kind of morning it is. also let's move along to the san mateo bridge, the traffic there looks good heading out to the high-rise and then over to the peninsula. and then when you get over to san mateo, it looks good on 101 and 280 if you're going that way. as we transition to the south bay, you've seen a lot of road work indicators. those road work cones are beginning to come up and we don't have a lot of slow traffic associated with that just yet. we are looking pretty good in general in the south bay. 5:48. let's go to steve. thank you, sal. >> all righty good morning. cloudy, windy, mild right now, but just you wait. it's going to change. a few showers have popped up and then they're gone. cloudy skies, systems moving in. breezy to windy. i could put any icon in there today probably and be probably right. colder air arrives tonight.

it's just moving in to the northern part of the state. west wind up near the oregon border. 44 miles per hour, mount tam 37, fairfield 35 light rain briefly. napa airport 30 miles per hour. some of the higher elevation, some snow. things are beginning to pop up towards reno, tahoe, truckee, light snow, blue canyon says rain. reno says cloudy, carson city says rain. things are moving quick. we get on the western edge of this fuel showers and there's a lot of cloud cover and the breezy is holding up the lows. a little bit of rain trying to form near lake county. i don't think any of that is reaching the ground. some of this is wrapping back around, some of the higher elevations towards the east bay, towards discovery maybe, brownwood, oakley, that area. i doubt this is reaching the ground, san jose back over to east san jose. there's a few over there. 40s to 50s, mainly 50s, cloud cover and the wind is definitely keeping things up up up. 41 eureka.

37 crescent city, 36 up in tahoe. we have winter weather advisory for the sierra and i mean things are changing fast. that snow level could drop fast. lighter gnome snow coming down at least 3,000 feet. gust easy over the passes. you could see this system sweeping in over there. some of that enhancement taking place. this is the coldest air and it looks like this pattern is here for a while. maybe, five, seven or ten days. there's going to be a reinforcement of this coming down from canada. it looks impressive over the next couple of days. windy, colder, cold air arrives tonight, 50s on the temps, again, a lot of these high temps will be set before noon today and that cold air starts to move in. once we get that cold air, that will be tonight into wednesday and thursday. it's going to be crazy cold out there. i'm telling you it's coming. today's not bad, colder and windy on we wednesday into thursday. one forecast model brings some

rain on saturday. i'll mention it for now. time now 5:50. dairy farmers in sonoma county say they're struggling with one of the driest years on record. november normally gets about 4 inches of rain in the santa rosa area. this year only an inch of rain is falling. december is usually one of the wettest months. a lot of farmers are praying, hoping for a wet month but there's no significant rain in the forecast, but we're all going to keep listening to steve's forecast because things are changing, and we'll keep you posted. at the click of a mouse, cyber monday had record sales. so far online sales were up 19% compared to last year. amazon sales were up 44% over last year. sales on ebay up 32%. this comes as the retail stores are dealing with their first decline in sales on black friday since 2008. first there was black friday. then cyber monday. now it is giving tuesday. giving tuesday was created last year at a ymca in new york city. it's a campaign to create a

the cause of the fire is still under investigation. a retired san fransisco fire captain will be laid to rest today. 63-year-old daniel armenta died from a rare cancer last week. he works at fire station 1 for the last ten carries of his career. some blame his death on exposure to chemicals during his years of service. five other firefighters from fire station 1 have been diagnosed with that same form of cancer which is associated with exposure to smoke. >> there was a recent study looking at san fransisco, philadelphia and chicago, and they found there was an increased instance of cancer among firefighters. >> now armenta retired in june 2011 after a career of more than 30 years as a firefighter. his funeral will be held at 11:00 this morning. members of the san fransisco police department are also mourning the loss of a former colleague, retired

police spokesman nevell gettens passed away on sunday. the current spokesman said gittens had been battling cancer. third base coach tim flanerie continues to raise money for injured giants fan bryan stow. flanerie released a new album and all the sales and money going to stow's recovery efforts. bryan stow a paramedic and father of two was seriously hurt when he was attacked outside dodgers stadium in los angeles after the giants' season opener in 2011. later tonight, the sunnyvale city council will debate the impact of the new 49ers stadium in santa clara. they're holding a study session. they'll get updates about traffic and parking and public safety related to the new stadium. traffic has been a major concern for people who live and work around the new stadium. the 49ers have even decided they won't play monday night games the first year because of
